OREGON
APPLICATION PROCESS
The Oregon
Department of Fish & Wildlife (ODFW) has a computer network
with terminals at over 500 stores throughout Oregon. These
are called “Point-Of-Sale” license agents. At
any of these locations, you can purchase a hunting license
and apply for a controlled hunt. You can also purchase a hunting
license and make your application through the mail or by fax.

HUNT
SERIES - You can submit one application for each
of the eight hunt series: Buck Deer (100 series), Elk (200
series), Pronghorn Antelope (400 series), Bighorn Sheep (500
series), Antlerless Deer (600 series), Black Bear (700 series),
Additional Deer (800 series), and Rocky Mountain Goat (900
series).
PARTY
APPLICATIONS - If you wish to apply as a party you
must designate one member of your group as the “party
leader”. The party leader’s license must be bought
first. The rest of the party members then need to include
the hunting license number of the party leader on their own
application. The hunt choices for the party are those listed
on the party leader’s application.
No more than two people may apply together for Pronghorn Antelope
hunts. No more than six people may apply together for Black
Bear hunts. Up to 18 people may apply together for any Deer
or Elk hunt. No party applications are accepted for Bighorn
Sheep or Rocky Mountain Goat hunts. Residents and non-residents
may apply together.
The number
of preference points assigned to a party application is the
average of the party members, rounded to the nearest whole
number. If the average is X.51 or greater, it is rounded up;
if the average is X.50 or smaller, it is rounded down.
NON-RESIDENTS
- For all Black Bear, Pronghorn Antelope, Deer, and
Elk hunts non-residents and residents have the same selection
of hunts and compete for the same tags. However, Oregon limits
the number of tags that can be issued to non-residents. Black
Bear and Pronghorn Antelope hunts have a limit of 3% of the
available tags for each hunt. Deer and Elk hunts have a limit
of 5% of the available tags for each hunt. For Bighorn Sheep
hunts, specific tags are set aside exclusively for non-residents.
No Rocky Mountain Goat tags are available to non-residents.
CHOICES
- The projected percentages in this guide apply only
to your first choice. When making more than one choice,
be aware of Oregon’s drawing procedure. No second choice
tags are issued until everyone’s first choice has been
processed. See the Second Choice pages in this guide for the
few hunts that could be expected to have any tags available.
Your second choice can be any other hunt that is in the same
hunt series.
FEES
- You must purchase an adult hunting license before applying
for a controlled hunt.
In addition, there is a $4.50 fee for each application. If
you are successful in the controlled hunt drawing, you are
then authorized to buy the tag for that hunt. There are no
refunds.
